The Congressional Research Service is the nonpartisan research arm of the U.S. Congress, providing policy analysis to lawmakers on both sides of the aisle. Its India religious freedom reports score in the Deficient range — not because they lack institutional credibility, but because they pass through advocacy statistics and USCIRF characterizations without disclosing the underlying methodology gaps. A CRS report that cites a flawed source inherits that source's problems.
